The ceremony for the establishment of the Headquarters Multinational Corps South-East (HQ MNC-SE) took place on Thursday in the National Joint Training Center (CNII) “Getica” from Cincu locality, Brasov county (center), in the presence of President Klaus Iohannis, the Minister of National Defense, Nicolae-Ionel Ciuca, and the Chief of Defence Staff , Lieutenant General Daniel Petrescu.
During the military and religious ceremony, President Klaus Iohannis handed the identification flag of the MNC-SE to Major General Tomita-Catalin Tomescu, appointed, starting with July 15, by Order of the Minister of Defence, as head of the Headquarters Multinational Corps South-East, on a period of six months.
The Headquarters Multinational Corps South-East was established, by Parliament Decision, in the central Sibiu garrison, with temporary deployment in the Bucharest garrison, under certain conditions. The Corps will have the status of an international military command subordinated on the chain of command to an allied command, outside the national command and control structure, and the deployment to missions outside the territory of the Romanian state will be carried out at the order of the NATO military authorities.
The Headquarters Multinational Corps South-East represents, together with the Headquarters Multinational Brigade South East in Craiova and the Headquarters Multinational Brigade South East from Bucharest, Romania’s substantial contribution to consolidating a credible position of deterrence and defense of the Alliance on the eastern flank.
According to the Press Office of the Ministry of National Defence, on Thursday morning, the final stage of the Short-Term Notification Exercise took place in the Cincu Training Center, with the integrated participation of some units and large units belonging to the Land Forces, Air Force and Romanian Special Operations Forces.
The exercise, which was attended by about 1,000 soldiers and more than 200 technical means, aimed to improve the process of integrating military capabilities for the synchronized execution of complex military actions.
According to the quoted source, the exercise was also aimed at verifying the operational status of the subordinate structures, without going through the usual planning stages for organizing an exercise at this level, and its goals is for the subordinate structures to be able to demonstrate their ability to fight in an inter-arm, multi-domain and regrouped context within five days of notification.

President Klaus Iohannis participated, on Thursday, at the ceremony to establish the HQ of the Multinational Corps – South East (MNC-SE) and in the final stage of the short-term notice exercise (ETSN) which took place at the Getica National Center for Combined Training (CNII) in the Brasov County locality of Cincu (center).
“The exercise today and the turning over of the NATO unit’s flag proves that for Romania it’s important it is part of NATO in order to be defended, but at the same time and with the same value it is important we offer security to our allies and partners,” said the head of state after the ceremony to establish the HQ of the Multinational Corps – South East (MNC-SE) .
“It was an impressive exercise and the special note to make was that it was a short-term notice exercise. Impressive how the forces managed to work together. It can be seen that from command to execution, things function very well. I am very satisfied and once more congratulations to all,” the head of state also said, according to Agerpres.
The President recalled that the command unit of the Multinational Corps – South East (MNC-SE) was proposed by Romania in 2018 and the idea was agreed upon immediately by the allies.

Present at the start-up ceremony of the Headquarters Multinational Corps South-East, Berdila stressed that it has a “history” of about two years, being the result of the efforts of Romania, the Romanian Army and especially the Land Forces.
“The Corps gives coherence to the concepts of the Alliance in the Black Sea region, allows multi-national training, strengthens the ability to prepare us in a multi-national environment, to activate even in the event of non-classical crises. In this pandemic crisis, I want to assure you that this Command is ready for such an effort,” said the Head of the Land Forces.
According to Major General Berdila, about 400 military will operate within the Headquarters.
“The Headquarters will be located in the wonderful location of Sibiu, a city that we all appreciate, with multiple historical, cultural heritage and here, today, we bring a military component, not only national, but also multi-national. About 400 military will operate within the Headquarters. There is operational capability until the end of 2021. We hope to have the widest possible participation and, by the end of next year, the widest possible multinationality already represented, necessary for the exercises of 2022-2023 to strengthen operational capacity,” Major General Berdila stressed, according to Agerpres.
Defence Minister: Romania’s initiative to establish HQ of Multinational Corps South-East takes shape
Romania’s initiative, supported and approved by the North Atlantic Alliance, to establish on the territory of Romania the HQ of the Multinational Corps South-East takes shape from today, Nicolae Ciuca, Minister of Defence, wrote on his Facebook page on Thursday.
“I congratulate Major General Catalin Tomescu for assuming command of this large unit. From today, he has a big responsibility on his shoulder, that to create, from the beginning, an important multinational structure for the entire eastern flank of NATO,” wrote the Defence Minister.
“In this delicate security context we have analyzed the adequate hypotheses and scenarios and one of the solutions was that our country must assume establishing such a command structure so that we can ensure the coherence of the act of command and to cover the need for a command structure at the level of army corps that is able to prepare the contingency elements in exercising command and control of other NATO structures that were already established in our country: NATO Force Integration Unit (NFIU), the South-East Multinational Brigade, the HQ of the Multinational Division Southeast, in order to ensure the link between the tactical and the strategic element,” minister Ciuca mentions.
