H.E. Mr. Han Chunlin, the Ambassador of the People’s Republic of China in Romania: In the last decade, China has never stopped opening up to the world

“The 20th Congress of the Communist Party of China (CPC) is a showcase for the world to know China and a guide for understanding China.

This congress is a very important one held at a crucial time when the CPC and the Chinese people of all nationalities embark on a new journey to build a comprehensively modernized socialist country and move towards the Second Centennial Goal .  It is a united, democratic and progressive congress, and also a congress for the future”, stated H.E. Mr. Han Chunlin, the Ambassador of the People’s Republic of China in Bucharest, who recently met with the Romanian press for a briefing on the 20th Congress of the Communist Party of China.

The Chinese Ambassador used the opportunity to present excerpts from the report presented by the General Secretary Xi Jinping at the opening session of the congress, systematically taking stock of the great changes and achievements that China has achieved in the past ten years, and that clarified the development goals and tasks of the country  for  the next five years; but also formulated a strategic plan for China to build a modernized socialist country and comprehensively promote the great renewal of the Chinese nation.

The Ambassador  emphasized that in the past 10 years, China’s economic development has recorded new historical achievements and presented several milestones achieved. “Development is the CPC’s first priority in governing and renewing the country. We develop and implement the new concepts of development, innovation, coordination, green, openness and sharing, and strive to promote high-quality development and build a new development structure. China’s economic power has made a historic leap, becoming the world’s second largest economy, the largest goods trading country and the second largest consumer market, and the scale of production and foreign exchange reserves rank China first ,” emphasized Ambassador Han Chunlin.

The quality and efficiency of China’s economic growth have steadily improved, the Ambassador said, citing, among other things, the fact that China’s gross domestic product (GDP) has increased from 54 trillion yuan to 114 trillion yuan, and that the volume China’s total economy accounts for 18.5% of the world economy, an increase of 7.2 percentage points; GDP per capita increased from 39,800 yuan to 81,000 yuan; the urbanization rate reached 64.7%, the Chinese diplomat also stated.

He pointed out that China has built the world’s largest network of high-speed railways and highways, and has made major achievements in infrastructure construction such as airports, ports, water conservancy and irrigation systems, energy, information and other fields.

China has accelerated efforts to strengthen self-confidence and strength in science and technology, and the research and development expenditure of the entire society has increased from 1 trillion yuan to 2.8 trillion yuan, ranking second in the world in while the total number of R&D personnel ranks first in the world. Over the past 10 years, China’s ranking in the global innovation index has advanced from 34th to 11th, showed the Ambassador.

He also announced that in the past 10 years, the welfare of the people of China has continued to improve. China has won the biggest battle to eradicate poverty in human history, fulfilled its historic task of building a moderately decent society in a comprehensive way, and achieved its first Centenary Goal. China has achieved the poverty reduction goal of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule, contributing more than 70% to global poverty reduction, the Chinese diplomat emphasized.

His Excellency also said that in the last 10 years, China has never stopped opening up to the outside world. “In the past decade, economic globalization has faced headwinds, unilateralism and protectionism have increased significantly, and China has always been committed to building its new economic system with a higher level of openness,” Ambassador Han Chunlin declared. He said that  China has actively built a global partnership network and established partnerships with 113 countries and international organizations in the world. Thus, it has become a main trading partner for more than 140 countries and regions and the largest trading country in the world. The annual effective use of foreign capital increased from more than 700 billion yuan to 1.15 trillion yuan, ranking second in the world for five consecutive years. The stock of foreign investment rose from less than US$0.6 trillion to more than US$2.7 trillion, ranking third in the world.

China is opening its gate ever wider, constantly generating momentum in the world economy, the Ambassador also emphasized. He announced that from 2013 to 2021, China’s average contribution to global economic growth was 38.6%.


Achievements of the past 10 years,  inseparable from the firm leadership of the Party Central Committee, with General Secretary Xi Jinping at its core


Thanks to the support of the entire party and the enthusiasm of the entire people, Xi Jinping was re-elected as General Secretary of the CCP Central Committee at the 20th National Congress of the CPC, the Chinese Ambassador in Romania underlined.

“The achievements of the past 10 years of the new era are inseparable from the firm leadership of the Party Central Committee, with General Secretary Xi Jinping at its core, inseparable from the correct guidance of Xi Jinping’s thought on socialism with Chinese characteristics for the new era,” Mr. Chunlin added.

“In the past ten years, the Party Central Committee, with General Secretary Xi Jinping at its core, has always upheld the philosophy of people-centered development, insisting that development is the first priority, that development depends on the people, is for the people, and the fruits of development are shared by people, so the Chinese people’s sense of gain, happiness and security is more real and fulfilling”.

The Ambassador also stated that world history has repeatedly proven that a strong leadership core and effective and scientific advanced theories are the key to a country’s development and growth.

“We firmly believe that with President Xi Jinping at the helm of China’s development, the giant ship of China will be able to continue to move forward and sail facing the wind and waves and further acquire new development achievements,” His Excellency added.

He quoted in this respect,  a survey conducted by  Harvard University , that lasted more than 10 years, the results of which show that the Chinese people’s satisfaction with the CPC and the Chinese government has exceeded 90% for 10 consecutive years.


Great renewal of the Chinese nation in a comprehensive way to be achieved through Chinese-style modernization


As far as the goals and tasks of China’s development are concerned, the 20th Congress made it clear that from now on, the main task of China’s development is to realize the construction of a comprehensively strong modernized socialist country and to promote the great renewal of the Chinese nation in a comprehensive way through Chinese-style modernization, Ambassador Han Chunlin also said.

He showed that in order to achieve a comprehensively strong modernized socialist country, a two-step strategic plan has been adopted: basically, the realization of socialist modernization from 2020 to 2035; from 2035 to the middle of this century, to build China into a modernized great socialist country that is prosperous, powerful, democratic, culturally advanced, harmonious and beautiful.

“Worldwide, there is no single modernization model, no universal modernization standard. Chinese-style modernization is the socialist modernization led by the Chinese Communist Party, which not only has the common characteristics of the modernization of all countries, but also has Chinese characteristics based on its own national conditions,” Mr. Chunlin emphasized.

Thus, according the Chinese diplomat, more than 1.4 billion people will go into a modernized society, and its scale is unprecedented in human history, which makes Chinese-style modernization a huge population modernization.

“Chinese-style modernization is not to increase the welfare of a few or groups, but to modernize the common prosperity of all people; Chinese-style modernization is not modernization with abundant material foundation and poor spiritual culture, but modernization with the coordination of material civilization and spiritual civilization; the way China achieves modernization is not to endlessly demand resources from nature or even destroy nature, but to achieve modernization through harmony between man and nature; Chinese-style modernization does not follow the old path of war, colonization and plunder, but follows the path of peaceful development,” he pointed out.

Although China’s overall economic level has grown rapidly, in a country with a population of over 1.4 billion, promoting Chinese-style modernization, achieving balanced, coordinated and sustainable development, and improving the standard of living and the index of happiness of each individual, it is still a hard and difficult task. There is no model for Chinese-style modernization that we can refer to, so the development path and way forward must be based on China’s own national conditions. In its journey to promote Chinese-style modernization, China will commit to achieve high-quality development, uphold high-level opening-up, develop people’s democracy throughout the process, achieve common prosperity of all people, and promote coexistence harmonious between people and nature, the Chinese diplomat also emphasized.

“The path of Chinese-style modernization shows China’s firm belief and unremitting pursuit of modernization. Each country’s efforts to independently explore a modernization path that is in accordance with its own national conditions should be respected. China strongly opposes other countries imposing their models on China, and China does not impose Chinese models on others. China attaches great importance to strengthening exchanges and dialogues with other countries on a voluntary basis to make greater contributions to promoting the diversity of human civilizations,” he added.

“China’s new development model is not a return in time, a retreat or a closing of the gates to the outside”.


China’s development represents the growth of peaceful forces


Speaking about the world significance of China’s development, Ambassador Han Chunlin stated that the purpose of China’s foreign policy is always to maintain world peace and promote common development.

“Thus, China is committed to promoting the building of a human community with a common future,” he said.

“The 20th Congress of the Chinese Communist Party outlined the direction and path for China’s high-quality development in the next stage, which is not only of great importance to China, but undoubtedly has positive significance for the whole world , in the context of the current international situation full of instability and uncertainty, as well as severe challenges to global peace and development,” the Chinese Ambassador added.

He further specified that China’s development represents the growth of peaceful forces.

“Peace is like air and sunshine. When we benefit from it, we do not notice it, and when we lose it, we realize that we cannot survive without it,” said the Chinese diplomat.

“The Great Wall of China is an iconic ancient Chinese construction that means defense. The Chinese nation has been a peace-loving nation since ancient times, and the pursuit of peace and harmony is deeply rooted in the blood of the Chinese people. Since 1950, when China put forward the Five Principles of Peaceful Coexistence, these principles have always been the cornerstone of China’s foreign policy,” Mr. Han Chunlin added.

In this respect, he underlined that China has never provoked a war on its own initiative, never invaded an inch of another country’s land, never engaged in proxy wars, and never joined or formed any military bloc.

“China has sent more than 50,000 people to UN peacekeeping operations. As the permanent member of the Security Council, China has sent the largest number of peacekeeping troops and the second largest contributor to UN peacekeeping. China has signed or participated in more than 20 multilateral arms control, disarmament and non-proliferation treaties, including the Treaty on the Non-Proliferation of Nuclear Weapons and the Arms Trade Treaty”.


China’s development is an opportunity for the world development


China’s development is an opportunity for world development, His Excellency stated. He mentioned, among other things, that China is the only country among the five nuclear-weapon states that has pledged not to be the first to use nuclear weapons, and is also the only country that has written in its Constitution about “upholding the path of peaceful development.”

According to the Chinese diplomat, the 20th Congress emphasized that China always upholds the protection of world peace, resolutely pursues a foreign policy of peace independently and independently, upholds the fundamental norms of international relations, and circumvents international justice and equity. “China respects the sovereignty and territorial integrity of all countries and firmly opposes all forms of hegemony and forceful policy. No matter how much it develops, China will never engage in hegemony or expansion. This once again demonstrates China’s firm belief and solemn commitment to the path of peaceful development, which is of great benefit to world peace in the context of the current severe geopolitical crisis,” Ambassador Han Chunlin added.

He also emphasized that China’s economy is resilient, has ample potential and room for maneuver.

“Its strong and positive long-standing fundamentals will not change. With the development of emerging industries, the expansion of the middle-income group, and the continuous modernization of the consumption structure, China will continue to provide a wide market and rich opportunities for all countries in the world. The modernization of China’s population of over 1.4 billion will give a strong impetus to the development of the whole world,” Mr. Han Chunlin stated.

He said that China participates in multilateral affairs comprehensively, has participated in almost all international universal intergovernmental organizations and more than 600 international conventions. In this respect he mentioned that China’s proposed “Belt and Road” initiative has been widely welcomed by the international community. In this respect, the Ambassador informed that China has signed more than 200 cooperation agreements on the joint construction of the “Belt and Road” with 149 countries and 32 international organizations. The Asian Infrastructure Investment Bank (AIIB) and the Silk Road Fund were also established, creating the most extensive and inclusive platform for international cooperation on the largest scale. China proposed the Global Development Initiative and the Global Security Initiative, which contributed with the Chinese wisdom and Chinese solutions to solve global challenges.

“The Global Development Initiative supports the concept of priority development and focus on people, promotes the international community to give importance to development issues. It presented 8 key areas of cooperation, and more than 100 countries and many international organizations supported the initiative. And the Global Security Initiative supports a common, comprehensive, cooperative and sustainable security concept, builds a balanced, effective and sustainable security structure. This answered the question of the times “what kind of security concept does the world need?” How can countries achieve common security?”, the Ambassador also emphasized.

“We live in challenging times, but also full of hope. China is willing to cooperate with other countries to promote the common values ​​of peace, development, equity, justice, democracy and freedom for all mankind, promote mutual knowledge and friendship among people of all countries, and respect the diversity of world civilizations,” the Chinese Ambassador concluded.


China attaches great importance to the development of China-Romania relations and regards Romania as an important cooperation partner


Regarding the development of China-Romania relations, the Chinese Ambassador  underlined that his country attaches great importance to the development of these relations. “China regards Romania as an important cooperation partner,” Ambassador Chunlin added.

He stated that China and Romania enjoy a traditional friendship and that bilateral relations have always maintained a stable development. “Since the establishment of diplomatic relations 73 years ago, the two countries have known mutual respect and equal treatment,” His Excellency underlined.

He said that in 2021, the volume of bilateral trade exceeded 10 billion USD, the areas of cooperation between the two sides have been continuously expanded, and the common interests have gradually expanded.

“We expect to exceed in 2022 the figures of last year to the benefit of the two peoples,” Mr. Chunlin pointed out.

“A China with a clear direction, a bright future and the desire to open up will certainly bring more opportunities and more space for China-Romania cooperation. China is willing to work together with Romania to create a better quality and a more dynamic pragmatic cooperation, is willing to make unremitting efforts to enhance the welfare of the two peoples and promote world peace and development,” the Chinese Ambassador also underlined.

Regarding the cooperation between the Communist Party of China and the political parties from Romania, the Ambassador said that this cooperation has special characteristics and that is not about ideological differences, but aiming at the development of relations between the two countries.

“We have same relations with political parties both from ruling or opposition, and we don’t aim to export the Chinese model on the political parties from Romania”.


China regards its relationship with EU with a strategic vision


Answering a question, he also spoke about China’s relations with the European Union. “China regards its relationship with EU with a strategic vision and proposes the promotion of convergences, rather than focusing on divergences. There are more convergences than divergences”, the Chinese Ambassador in Romania underlined.

His Excellency pointed out that China-EU commercial relations in 2021 reached 820 billion euros, while in the first half of 2022, the volume of commercial exchanges between China and the EU states reached 413,9 billion euros.


Taiwan is China’s Taiwan


Regarding Taiwan question, the Chinese Ambassador emphasized three guidelines: there is one China in the world; Taiwan Island is an inseparable part of China; Chinese Government is the only one represented at the United Nations.

“Taiwan is China’s Taiwan. Resolving the Taiwan question is a matter for the Chinese, a matter that must be resolved by the Chinese. Achieving reunification represents the will of the Chinese people and is a historical task of the Communist Party. The policies of peaceful reunification and One Country, Two Systems are the best way to realize reunification across the Taiwan Strait; this best serves the interests of Chinese people on both sides of the Strait and the entire Chinese nation”.

“Malicious foreign forces and a separatist minority are destroying the peace in the Taiwan Strait area. We cannot promise that we will not use force, but this measure only targets foreign forces and separatists,” the Chinese Ambassador in Bucharest stressed, answering a question.
